Tropical Storm Ernesto threatens to bring heavy rain, dangerous storm surges and strong winds to the Virgin Islands and Puerto Rico. Hurricane conditions could develop as the storm passes over or near the Virgin Islands, Culebra and Vieques, the National Hurricane Centre said.
