Japan’s meteorological bureau said Wednesday that the El Niño phenomenon is still ongoing from the spring and that there is a 90% chance it will persist through winter in the northern hemisphere. El Niño is a warming of ocean surface temperatures in the eastern and central Pacific Ocean.
