The Kremlin said it was open to negotiations with Ukraine to end the conflict as long as Ukrainian President Volodymyr Zelenskiy remains in power, despite publicly doubting his legitimacy to rule. Ukraine’s foreign minister said earlier that Kiev was ready to negotiate with Russia.
