Russia’s foreign minister urged the world not to underestimate the significant risks of a nuclear conflict, and NATO arms deliveries to Ukraine “essentially” meant that the Western alliance was waging a proxy war with Russia. “Risks are now significant,” Foreign Minister Sergey Lavrov said.
